Further guidance about returning DfE programmes (excluding EYITT)

The Department for Education (DfE) has defined how ITT courses returned in the ITT In-year record should then be returned in the Student record. Providers in England are required to include all students studying on any of these routes in their submission to HESA. The table below identifies which data items are used to identify the different routes and the valid entries applicable to each route. Many of the data items relevant to these students are applicable to both the Student record and the ITT record; treatment of students should be consistent between both returns.
NOTE: Although ALLPLACE coding text refers to an 'allocated place' this actually represents a trainee recruited before any recruitment control was applied by the DfE (i.e. recruitment was closed), or a trainee specifically on the School Direct (Salaried) route employed in a state maintained School (including an academy or free school). When is a trainee to be recorded as 7 'eligible for funding by DfE''?
Tuition Fee Routes - School Direct Training Programme / Provider Led trainees:
Where they are able to access student support i.e. assessed as settled or pre-settled status under the EU Settlement Scheme for the purpose of assessing tuition fee status. All trainees on a tuition fee route that are able to access student support must be recorded as fundable by DfE whether they draw down the support or not.
Employment Based Routes - School Direct (Salaried) trainees:
Where they are employed in a state maintained school (including an academy or free school), and where they are doing a priority (funded) subject.
When is a trainee to be recorded as 2 'not fundable by funding council/body''?
Tuition Fee Routes - School Direct Training Programme / Provider Led trainees:
Where they are assessed as 'overseas or international' for the purpose of assessing tuition fees status.
Employment Based Routes - School Direct (Salaried) trainees:
Where they are a School Direct (Salaried) Trainee (home or overseas) undertaking a lower priority (non DfE funded) subject and/or employed at a private school.
